belts can only use the black uniform with a black collar? (Taekwondo WTF)?
If you go with the worldwide standards of Tae Kwon Do Federation then yes, only students classified 1st degree black belt or higher should be allowed to wear the uniform black collar, but … most TKD schools today allow any range of wear that same uniform, because the student wants it and not because they make money selling them. There are still a few traditional TKD Dojang about not allowing that sits below the black belt to wear this uniform, but in all honesty, why does one need? The uniforms were made to be Functional … not cool looking.
